Fred began his career as a mechanical engineer and went on to build a distinguished reputation over more than five decades in the construction and facilities management industry. Throughout his career, he worked closely with end users, FM providers and top-tier government clients, developing an exceptional understanding of how buildings are designed, operated and maintained.
Drawing on this wealth of technical and operational experience, Fred founded OPEC Construction with a clear vision — to deliver high-quality projects with honesty, precision and personal accountability. His principles remain at the heart of the business today.
Now retired from day-to-day operations, Fred continues to support OPEC as a Non-Executive Director, providing strategic guidance and helping ensure the company’s founding values continue to guide its growth and success.
Joining OPEC at sixteen as an apprentice carpenter, Louis has grown with the business all the way through to Managing Director. His experience offers a rare, hands-on understanding of how projects are delivered from conception to completion.
This practical experience, combined with a strong technical and commercial focus, allows Louis to lead with clarity, integrity and precision. Having lived every aspect of the construction process, he sets the standard for quality, accountability and collaboration across the company.
Under his leadership, OPEC has continued to evolve — embracing innovation and sustainability while staying true to its founding family values. Louis’s commitment to people, process and performance drives the company’s continued growth and its reputation for delivering projects with care and consistency.
Kevin began his career as an apprentice carpenter, developing a solid foundation in the craft and a first-hand understanding of how buildings come together. Over the years, he progressed through the professional ranks into senior management, gaining extensive experience across a wide range of commercial, residential, and public sector projects.
His hands-on background, combined with a strategic and methodical approach to delivery, gives Kevin a unique perspective on how to plan, manage, and execute construction projects to the highest standards. He has a natural ability to bridge the gap between design and delivery — ensuring buildability, efficiency, and quality at every stage.
Since joining OPEC, Kevin’s leadership has strengthened the company’s operational capability, driving consistency, safety, and collaboration across all projects. His depth of knowledge and practical insight continue to bring real value to OPEC’s private clients, professional partners, and wider delivery teams alike.
Sam brings a wealth of experience across the fit-out and construction sectors, having successfully delivered everything from straightforward CAT A refurbishments to complex structural cut-and-carve projects and high-end residential schemes. This diverse background allows him to approach each project with a clear understanding of its unique challenges, translating design intent and client ambition into practical, cost-effective delivery.
Highly detail-oriented and commercially astute, Sam oversees all aspects of OPEC’s commercial operations with precision and professionalism. His methodical approach ensures financial control, transparent reporting, and strong client relationships throughout each stage of a project.
